Moved out of code and into this file on 2026-07-30. The claim, its condition and its falsification condition are the text that shipped in the provisional fixture (`app/(public)/claims/_superseded/_fixture.ts`), unchanged - only where it is stored moved. That fixture built exactly one record in TypeScript because the claim engine did not exist to read from; the store now reads this directory instead, so adding a claim is adding a file rather than editing code.

The digest below is not stored here. It is recomputed from the bytes of `primitives.css` every time this page is read, which is the only arrangement under which the page can notice that the claim has stopped being true.

Measured 2026-07-30: nine `border*` declarations in that file, at lines 314, 332, 393, 394, 402, 417, 433, 434 and 443. Every one of them is a neutraliser - `0` or `transparent`. None paints.
